In response to the Every Child Matters report (aka HM Treasury 2003) Knowsley Metropolitan Borough Council, Alistair Scott and his team from Knowsley Sure Start were asked to address an issue which is key to the social, spiritual and academic development of young people everywhere - the right to participation for children aged up to four years.
The book was distributed widely as part of a special education drive but many might ask: Why this age group? Well, quite simply because previously this subject had only been acknowledged as being relevant to those aged five to 19 years.
